Dr. Chao-Shiuan Liu, is Chairman of Taipei-based, Foundation of Chinese Culture for Sustainable Development, FCCSD, established in 2015. As the founder of this new non-profit organization, Dr. Liu serves as an intellectual ambassador and has given lectures on Chinese culture, civilization and sustainable development.
Dr. Liu began his academic career with National Tsing Hua University, first as a professor, then becoming Dean of the College of Science (1982-1984), and later President (1987-1993). He later served as President of Soochow University (2004-2008).
In the public sector, Dr. Liu was a Minister of Transportation and Communications and Chairman of the National Science Council in the 1990s. Dr. Liu assumed the position of Vice-Premier of the Republic of China (Taiwan) from 1997 to 2000. He then served as a Premier of the Republic of China (Taiwan) from 2008 to 2009. In the following six years, he made contributions to the nation as the Senior Advisor to the President of R.O.C. and devoted himself to the inheritance and promotion of Chinese culture.
As an academician of Academia Sinica, the country’s highest academic honor, Prof. Chu is also a distinguished research fellow at Academia Sinica and professor of political science at National Taiwan University. He serves concurrently as president of Chiang Ching-kuo Foundation for International Scholarly Exchange. Prof. Chu received his Ph. D. in political science from the University of Minnesota. He was a visiting associate professor at Columbia University and at Peking University. He currently serves on the editorial board of Journal of Democracy, Pacific Affairs, China Review, Journal of Contemporary China, International Studies Perspectives, and Journal of East Asian Studies. He is the author, co-author, editor or co-editor of fifteen books.
